Stage 3 of the visual-dataflow-authoring north star (see milestone).

Capability. Named, typed, reusable building blocks exist as curated libraries, so that a collapsed node is a meaningful unit (a domain primitive) rather than an anonymous function call.

depends on: language reach (mainline precondition), a packaging/library concept
context: deferred until the language can express library-grade building blocks
