Stage 5 of the visual-dataflow-authoring north star (see milestone).

Capability. A UI makes the projection navigable and annotatable — open, enter, and comment on black boxes.

depends on: stage 1 (dataflow-projection), stage 4 (annotation-roundtrip)
context: a downstream consumer of the in-repo projection; likely lives outside the compiler repo, not core/compiler work
