Brummel 636f5a1814 Extract RTL documentation types

Move `RtlDocEntry`, `RtlRegistration`, and `PipelineGenerator` to a new
`docs` module within `src/ast/rtl/` and re-export them. This improves
organization and modularity of the RTL component.
